Call To Order
Andy Goldman, Chairman, called the meeting to order at 4:36 p.m.


Meeting Minutes
The Committee reviewed the September 15, 2008 meeting minutes.  Ms. Gamson made a motion, Mr. Feiner seconded, and all members present approved the minutes.

High Meadow Homesite Application
The application for the High Meadow Homesite is complete.  The advertisement will appear in the MV Times on October 9 and in the MV Gazette on October 10.  An Informational Meeting is scheduled for October 20, 2008 at 5:30 pm and Andy Goldman will chair that meeting.  Terri Keech and David Vigneault, Dukes County Regional Housing Authority, will attend the meeting and explain the financial certification to the attendees.  A representative from a Bank will be present to go over mortgage applications.  All items within the application looked good.  The Committee is very excited about this affordable opportunity.

High Meadow Homesite Deed Rider Summary
The Committee agreed that a summary of the deed rider is sufficient to include in the High Meadow Homesite application.  Mr. Goldman drafted a summary, which was distributed to the members for review.  The committee discussed the sale and resale procedure.

Implementation Guidelines for Homesite
Mr. Goldman amended the Implementation Guidelines for Homesite to reflect an issue that came up concerning a developer creating a Homesite Lot through a subdivision plan.  The members reviewed the amendment and approved the language.  3
Mr. Goldman will advise the Board of Selectmen of the amendment and a public hearing will be scheduled at a future date.

Middle Line Road Community Housing Program
Mr. Goldman updated the committee on the Request for Proposal for Middle Line Road.  Pope Industries is the potential developer for this program.  Chuck Hodgkinson will provide a listing of buildings that Pope constructed so the Committee can arrange site visits to the locations and inspect the buildings.

With no further business to discuss, Andy Goldman adjourned the meeting at 5:20 p.m.
